To do
the conversion, you must apply in person to:

It is
necessary to furnish the following:
- Passport
and identity card;
- The
result slip to prove that you have passed the Basic Driving Theory Test;
- A valid
foreign driving licence;
- Transcript
of studies of Singaporean/PR who had studied abroad;
- Income
tax documents of Singaporean/PR who had worked abroad;
- A certification
from the licensing authority of the date of test;
- An
extract of the driving licence record from the licensing authority if your
licence does not have the date of first issue; and
- A translation
of driving licence if it is not in English. This translation has to be an
official translation.
- For
Malaysian driving licence, an extract of driving licence from the JPJ Malaysia
is required.
- For
PRs the entry permit has to be produced
It may
become necessary for you to obtain a Singapore Driving License from scratch,
for example; if you do not have a driving license at all. If that is the case
the following may be useful:

A Class
3 driving license is necessary to drive a car in Singapore and a Class 2B
riding license is necessary to ride a motorcycle. In order to qualify for
either, you must be at least 18 years old.

The first
stage for a learner driver is to sit for (and pass) the Basic Driving Theory

You will
need to bring along your identity card or passport and the $6 fee necessary
to pay for the test. The results of your test should be known within 2 weeks.
If not you will need to go personally to any of the test centres to enquire,
as telephone enquiries are not possible.
The second
stage is to acquire your Provisional Driving License (PDL) which is necessary
in order to be allowed to take driving lessons on the road.
To actually
apply for the PDL you will need to:
Go personally
to any of the 7 test centres with your identity card and the $25 fee, the
fee is applicable for first time as well as renewal applications.
There you will be subjected to an eye test which includes a test for colour
blindness. Upon passing you will be issued a PDL which is valid for 6 months.
During
this 6 month period you may take driving lessons from any driving instructor.
Be advised
that your driving instructor must be a qualified one who is licensed by the
Traffic Police. To be on the safe side you might consider taking lessons from

Upon completion
you will need to sit for and pass the Final Driving Theory Test.
The third
and final stage would entail you sitting for and passing the Practical Driving
Test. This can be taken at any time after the completion of the Final Driving
Theory Test. In order to apply for this test, you will need to:
Go to
any of the 7 test centres with your Provisional Driving License and your identity
card in order to set a date for your Practical Driving Test.
Pay the
$20 fee for the test. You must pass this test within 2 years of passing the
Final Driving Theory Test.
Upon passing
you will be issued with you Singapore Driving License which is valid for a
period of one year with a fee of $20. Renewals can be done through any post
office.
CLASS 2B RIDING LICENCE
There
are 2 tests involved to acquire your Class 2B Riding License, the Riding Theory
Test and the Practical Riding Test.
The first
stage is the passing of the Riding Theory Test. In order to do so, you must

Upon completion
you can sit for the Riding Theory Test by going to a driving centre personally
with your identity card and paying the $6 fee.
Upon passing
you may then sit for the Practical Riding Test by going to a driving centre
personally with your identity card and paying the $20 fee. You must pass the
Practical Riding Test within one year of passing the Riding Theory Test.
Upon passing
you will be issued your Class 2B Riding License.
