Eligibility
The following categories of person are eligible to apply for Singapore Citizenship:

Person who is at least 21 years of age and has been a Singapore Permanent
Resident (SPR) for at least 2 to 6 years prior to the date of application.

SPR who has satisfactorily completed full-time National Service (NS).
-
Spouse of Singapore Citizen who has been a SPR for at least 2 years
preceding the date of application.
-
Minor (below 21 years old) born in Singapore but who is not a Singapore
Citizen.
-
Minor born outside Singapore but is residing permanently in Singapore,
and whose parents are Singapore Citizens.
-
Child born outside Singapore whose mother is a Singapore citizen.
An overseas-born minor (child) may be eligible for Singapore Citizenship
by Descent under Article 122(1) of the Constitution of the Republic of Singapore,
if any of the following conditions can be met:
a) Male Singapore citizen by Birth who has a lawful marriage at time of
minor's birth;
b) Male Singapore citizen by Registration who has a lawful marriage at time
of minor's' birth and minor shall not acquire citizenship of the country he
was born by reason of his birth in that country;
c) Female Singapore citizen by Birth and minor born on or after 15 May 2004;
d) Female Singapore citizen by Registration and minor born on or after 15
May 2004. Minor shall not acquire citizenship of the country he was born by
reason of his birth in that country; or
e) Male (who has a lawful marriage at time of minor's birth) or Female Singapore
citizen by Descent has to complete an additional Annex to the application
declaring their residence period in Singapore. The application can only be
accepted if the applicant fulfils the requirements stipulated in (a) or (b)
of the attached Annex.
The application has to be submitted within one year of the child's birth.
Otherwise, a letter of explanation is required for late submission.
All applicants for citizenship must be of good character, have satisfied the
residential requirement and have the intention to reside permanently in Singapore.
They must also be able to support themselves and their dependents financially.
Procedure
Submit a set of the completed application form together with all the required
documents personally to:

The Citizenship application form is obtainable at the Citizen Services
Centre. Alternatively, you may also download the application form and
the document list. You will require Adobe Acrobat Reader to read and print
the form. Download may take a while.

You will have to complete the application form and submit together with
all the supporting documents to Counter 7 or 8. The officer would conduct
a quick assessment of your eligibility to apply for Singapore Citizenship.
If you are found to be eligible, the officer would then arrange for you
to attend an interview.

Documents Required
a) For male / female applicant above 21 years old, please produce all the
following relevant documents in support of your application:
- One recent passport-sized photograph. The photograph must be:
• 35 mm wide by 45 mm high without border and taken within the last
three months;
. taken full face without headgear, unless the applicant habitually wears
a headgear in accordance with religious or racial customs. The headgear
must not hide the applicant's facial features;
. the facial image must be between 25 mm and 35 mm from chin to crown; and
. taken against plain white background with a matt or semi-matt finish.
- Identity card;
- Birth certificate;
- Marriage certificate;
- Death certificate/divorce certificate/separation agreement/proof of children's
custodianship of previous spouse/marriage, if applicable;
- Foreign citizenship, if any;
- NS exemption letter, if applicable;
- Passports (current and previous) and Seaman Book, if any;
- Entry permit;
- Re-entry permit and Certificate of Identity, if any;
- Academic/Professional/Educational/Trade Test/School Leaving Certificates;
- Letter of employment from current employer stating date of employment,
position held and monthly basic salary. The basic salary does not include
the following:
. additional payment by way of overtime, bonus or commission;
. travelling, food or housing allowance;
. any sum paid to an employee or contract worker to defray special expenses
incurred by him owing to the special, unusual or hazardous nature of the
employment;
. any contribution paid by the employer or contractor to any pension fund
or provident fund;
. Any gratuity payable on discharge or retirement.
- Income Tax Notice of Assessment for the last 3 years and CPF contribution
history for the last 12 months (preceding the date of application);
- Latest Computer Information on Business Profile from Registry of Companies
if you are a sole proprietor/partner/Director of a company;
- Foreign identity card and conversion of name document, if any;
- If applicant is married, spouse and children/adoptive children/step children's
educational certificates, identity cards, birth certificates, Singapore
citizenship certificates, if any, death certificate, if any and (if they
are non-citizens of Singapore) travel documents, entry and re-entry permits;
- If applicant is single, parents' and siblings' identity cards, birth certificates,
Singapore citizenship certificates, if any, death certificate, if any and
(if they are non-citizens of Singapore) travel documents, entry and re-entry
permits.
Please bring along all the original and a photocopy of these documents. You
may also be required to furnish additional documents whenever necessary.
b) For spouse of Singapore citizen, both the applicant and spouse are required
to attend the walk-in interview and produce all the following relevant documents
in support of your application:
- One recent passport-sized photograph. The photograph must be:
. 35 mm wide by 45 mm high without border and taken within the last three
months;
. taken full face without headgear, unless the applicant habitually wears
a headgear in accordance with religious or racial customs. The headgear
must not hide the applicant's facial features;
. the facial image must be between 25 mm and 35 mm from chin to crown; and
. taken against plain white background with a matt or semi-matt finish.
- Applicant's and spouse's identity cards;
- Applicant's and spouse's birth certificates;
- Marriage certificate;
- Death certificate/divorce certificate/separation agreement/proof of children's
custodianship of previous spouse/marriage for both applicant and spouse,
if applicable;
- Foreign citizenship, if any;
- Passports (current and previous) and Seaman Book, if any;
- Entry permit;
- Re-entry permit and Certificate of Identity, if any;
- Applicant's and spouse's academic/professional/educational/trade test/school
leaving certificates;
- Both applicant's and spouse's letter of employment from current employer(s)
stating date of employment, position held and monthly gross salary;
- Both applicant and spouse's Income Tax Notice of Assessment for the last
3 years and CPF contribution history for the last 12 months (preceding the
date of application);
- Both applicant's and spouse's latest Computer Information on Business
profile from Registry of Companies and Businesses, if you are a sole proprietor/partner/Director
of a Company;
- Children/step children/adoptive children's adoption order, identity cards,
birth certificates, Singapore citizenship certificates, if any, death certificate,
if any and (if they are non-citizens of Singapore) travel documents, entry
and re-entry permits;
- Foreign identity card and conversion of name document, if any.
Please bring along all the original and a photocopy of these documents. You
may also be required to furnish additional documents whenever necessary.
c) For children/adoptive children of Singapore citizen, please produce all
the following relevant documents in support of your application:
- Two recent passport-sized photographs of the child applying for citizenship.
The photograph must be:
. 35 mm wide by 45 mm high without border and taken within the last three
months;
. taken full face without headgear, unless the applicant habitually wears
a headgear in accordance with religious or racial customs. The headgear
must not hide the applicant's facial features;
. the facial image must be between 25 mm and 35 mm from chin to crown; and

- Parents/adoptive parents' identity cards;
- Parents/adoptive parents' citizenship certificates, if any;
- Parents/adoptive parents' passports;
- Parents/adoptive parents' entry permits and re-entry permits, if applicable;
- Parents/adoptive parents' marriage certificate;
- Parents/adoptive parents' divorce certificate/separation agreement/proof
of children's custodianship of previous spouse/marriage, if applicable;
- Parents/adoptive parents' academic/professional/educational/trade test/school
leaving certificates;
- Parents/adoptive parents' letter of employment from current employer(s)
stating date of employment, position held and monthly gross salary;
- Parents/adoptive parents' Income Tax Notice of Assessment for the last
3 years and CPF contribution history for the last 12 months (preceding the
date of application);
- Parents/adoptive parents' latest Computer Information on Business profile
from Registry of Companies and Businesses, if you are a sole proprietor/partner/Director
of a Company.
- Children/adoptive children's adoption order, identity cards, birth certificates,
Singapore citizenship certificates, if any, death certificate, if any and
(if they are non-citizens of Singapore) travel documents, entry and re-entry
permits;
- Children's school report books/cards, school leaving certificates and
testimonials, if applicable;
- Foreign identity card and conversion of name document, if any.
Please bring along all the original and a photocopy of these documents.
You may also be required to furnish additional documents whenever necessary.

Non-Singaporeans can become Singapore Permanent Residents (SPRs) by obtaining
an Entry Permit. An application for an Entry Permit is an application for
Singapore Permanent Residence.
The following categories of foreigners are eligible to submit applications:
- Spouse and unmarried children (below 21 years old) of a Singapore Citizen
(SC)/Permanent Resident (SPR);
- Aged parents of a Singapore Citizen;
- Employment Pass (P or Q Pass) holders;
- Investors/Entrepreneurs;
- Hong Kong residents who satisfy certain guidelines can apply for permanent
residence by submitting applications through SMC Management Consultants
Pte Ltd in Singapore.
Procedure
Submit your completed application form together with all the required documents

A female Singapore Citizen or Permanent Resident may sponsor her
husband for permanent residence. Each application will be considered
on its own merits.
- Two sets of completed Form 4A (one original and one photocopy) instead
of the Form 4. You may obtain the form at the Permanent Resident Services
Centre or download
a copy.
- You will also have to download the Accompanying
Notes to Form 4A. This will list the supporting documents that
will have to be submitted together with your application.

and Skilled Workers Scheme, you will need to submit 2 sets of completed

a copy.
- You will also have to download the Accompanying
Notes to Form 4A. This will list the supporting documents that
will have to be submitted together with your application.

| |
Persons born in Hong Kong or who can show proof that they have or
used to have rights of abode in Hong Kong may apply for in-principle
approval for permanent residence by submitting an application through:

Fees
The fee for an Entry Permit is S$100 and the fee for a Re-Entry Permit is
S$10 per year. For foreigners requiring a visa, the visa fee is S$20 per issue.

Processing Time
The processing time for an application is 3 months. Applicants will be informed
of the outcome by mail. Applicant should notify us if there are any changes
in his/her address.
National Service Liability
Under the Enlistment Act, all male Singapore Citizens and Permanent Residents
are liable for National Service (NS) upon reaching 16½ years old. They
are required to serve 2 or 2½ years of full-time National Service (NSF),
followed by 40 days of Operationally Ready National Service (NS) per year
till the age of 50 years (for officers) or 40 years (for other ranks).
Main applicants who are granted SPR status under the first generation Professionals/Technical
Personnel and Skilled Workers (PTS) Scheme of the Economic Benefits Scheme
(EBS) are exempted from NS. Male children who are granted SPR status under
their parents' application are liable for NS upon reaching 16½ years
old.
Male ex-Singapore Citizens and ex-Singapore Permanent Residents who are
granted SPR status are liable to be called up for NS regardless of the type

of the applicant.

our retention. Insufficient documents may result in non-acceptance of application.

Permanent residence does not exempt an individual from registration or any
other conditions as required under the respective professions.
